How hard is it to build a small pond?

Long story short, I recently moved to the country and live on eight acres. I was totally stoked to see tons of wildlife, but that's not going to happen since I have a neighbor that shoots absolutely everything, no matter what season it is (makes me sick). I can't attract coyotes or foxes or anything like that knowing that my neighbor will kill them. So I'd like to have frogs, snakes, and turtles instead. If I build a pond, would it be expensive or labor intensive to maintain? Would I have to have fish? Is a filter or fountain necessary? What do I do with it during the winter? And do you guys have any other tips on how to attract amphibians and reptiles? I live in the Midwestern US, if that helps. Thanks. =]
