Would really ancient life forms seem "semi retarded" compared to their highly evolved counterparts today?

Not quite, since the refinements that have been made are only due to changing circumstances. They were as adapted to their environments as organisms now are to theirs. If they had been horrible at surviving, the obviously wouldn't have survived, and none of us would be here today!
